When Kathari Bomber’s triggered ability resolves, you create two Goblin tokens regardless of how much combat damage Kathari Bomber dealt to the player. You create the tokens even if you can’t sacrifice Kathari Bomber.

Kathari Bomber keyword rules

Flying Rule 702.9

Flying is an evasion ability.

A creature with flying can’t be blocked except by creatures with flying and/or reach. A creature with flying can block a creature with or without flying. (See rule , “Declare Blockers Step,” and rule , “Reach.”)

Multiple instances of flying on the same creature are redundant.

Unearth Rule 702.84

Unearth is an activated ability that functions while the card with unearth is in a graveyard. “Unearth [cost]” means “[Cost]: Return this card from your graveyard to the battlefield. It gains haste. Exile it at the beginning of the next end step. If it would leave the battlefield, exile it instead of putting it anywhere else. Activate only as a sorcery.”
