Tasigur, the Golden Fang rulings

  • The chosen opponent can choose any nonland card in your graveyard, not just one of the milled cards.

  • You can exile cards to pay only for generic mana, and you can't exile more cards than the generic mana requirement of a spell with delve. For example, you can't exile more than seven cards from your graveyard to cast Treasure Cruise unless an effect has increased its cost.

  • Because delve isn't an alternative cost, it can be used in conjunction with alternative costs, such as flashback. It can also be used to pay for additional costs that include generic mana.

  • Tasigur's last ability doesn't target any card or player. You choose an opponent and that player chooses a nonland card only after you mill two cards.

  • Delve doesn't change a spell's mana cost or mana value. For example, Treasure Cruise's mana value is 8 even if you exiled three cards to cast it.

  • The chosen opponent can choose any nonland card in your graveyard, not just one of the cards that was just put there.

  • Tasigur's last ability doesn't target any card or player. You choose an opponent as the ability resolves and that player chooses a nonland card after you put the top two cards of your library into your graveyard.

Delve Rule 702.66

Delve is a static ability that functions while the spell with delve is on the stack. “Delve” means “For each generic mana in this spell’s total cost, you may exile a card from your graveyard rather than pay that mana.”

The delve ability isn’t an additional or alternative cost and applies only after the total cost of the spell with delve is determined.

Multiple instances of delve on the same spell are redundant.

Mill Rule 701.13

For a player to mill a number of cards, that player puts that many cards from the top of their library into their graveyard.

A player can’t mill a number of cards greater than the number of cards in their library. If given the choice to do so, they can’t choose to take that action. If instructed to do so, they mill as many as possible. Similarly, the player can’t pay a cost that includes milling a number of cards greater than the number of cards in their library.

An effect that refers to a milled card can find that card in the zone it moved to from the library, as long as that zone is a public zone.

If an ability checks information about a single milled card but more than one card was milled, that ability refers to each of the milled cards. If that ability asks for any information about the milled card, such as a characteristic or mana value, it gets multiple answers. If these answers are used to determine the value of a variable, the sum of the answers is used. If that ability performs any actions on “the” card, it performs that action on each milled card. If that ability performs any actions on “a” card, the controller of the ability chooses which card is affected.
