Elspeth's Talent rulings

2023-04-14
You can activate one loyalty ability of each planeswalker you control during each of your turns, whether that ability is one it always has or the one it gains because of Elspeth's Talent.
2023-04-14
The set of creatures affected by Elspeth's Talent's last ability is determined as the ability resolves. Creatures you begin to control later in the turn and noncreature permanents that become creatures later in the turn won't get +2/+2 and gain vigilance.
2023-04-14
The last ability will resolve before the loyalty ability that caused it to trigger. Notably, if that loyalty ability creates creature tokens, those creatures won't be on the battlefield yet to get +2/+2 and gain vigilance.

Elspeth's Talent keyword rules

Enchant Rule 702.5

Enchant is a static ability, written “Enchant [object or player].” The enchant ability restricts what an Aura spell can target and what an Aura can enchant.

For more information about Auras, see rule , “Enchantments.”

If an Aura has multiple instances of enchant, all of them apply. The Aura’s target must follow the restrictions from all the instances of enchant. The Aura can enchant only objects or players that match all of its enchant abilities.

Auras that can enchant a player can target and be attached to players. Such Auras can’t target permanents and can’t be attached to permanents.
