Council's dilemma — Starting with you, each player votes for past or present. You mill a card for each past vote, then Fateful Tempest deals damage to each opponent equal to the total mana value of cards milled this way. Exile the top card of your library for each present vote. Until the end of your next turn, you may play the exiled cards.

Fateful Tempest rulings

  • If a milled card has X generic mana in its mana cost, X is 0 for the purpose of determining its mana value.

  • Each player must vote for one of the available options. They can't abstain.

  • Votes are cast in turn order, and each player will know the votes of players who voted beforehand.

  • You pay all costs and follow all timing rules for cards played this way. For example, if one of the exiled cards is a land card, you may play it only during your main phase while the stack is empty and only if you have an available land play remaining.

  • No player votes until the spell or ability resolves. Any responses to that spell or ability must be made without knowing the outcome of the vote.

  • Abilities that trigger "whenever players finish voting" trigger once all players have voted or once all secret votes are revealed, but they won't go on the stack until the current spell or ability finishes resolving.

Fateful Tempest keyword rules

Mill Rule 701.13

For a player to mill a number of cards, that player puts that many cards from the top of their library into their graveyard.

A player can’t mill a number of cards greater than the number of cards in their library. If given the choice to do so, they can’t choose to take that action. If instructed to do so, they mill as many as possible. Similarly, the player can’t pay a cost that includes milling a number of cards greater than the number of cards in their library.

An effect that refers to a milled card can find that card in the zone it moved to from the library, as long as that zone is a public zone.

If an ability checks information about a single milled card but more than one card was milled, that ability refers to each of the milled cards. If that ability asks for any information about the milled card, such as a characteristic or mana value, it gets multiple answers. If these answers are used to determine the value of a variable, the sum of the answers is used. If that ability performs any actions on “the” card, it performs that action on each milled card. If that ability performs any actions on “a” card, the controller of the ability chooses which card is affected.
