In Too Deep rulings

  • Players still get priority while a card with split second is on the stack; their options are just limited to mana abilities and certain special actions.

  • Split second doesn't allow players to cast the spell it's on at times when they otherwise wouldn't be able to cast it. An enchantment with split second may still be cast only during its controller's main phase when the stack is empty.

  • Players may turn face-down creatures face up while a spell with split second is on the stack.

  • Split second doesn't stop triggered abilities from triggering, such as that of Chalice of the Void. If one does, its controller puts it on the stack and chooses targets for it, if any. Those abilities will resolve as normal.

  • Casting a spell with split second won't affect spells and abilities that are already on the stack.

  • If the resolution of a triggered ability involves casting a spell, that spell can't be cast if a spell with split second is on the stack.

  • After a spell with split second resolves (or otherwise leaves the stack), players may again cast spells and activate abilities before the next object on the stack resolves.

In Too Deep keyword rules

Enchant Rule 702.5

Enchant is a static ability, written “Enchant [object or player].” The enchant ability restricts what an Aura spell can target and what an Aura can enchant.

For more information about Auras, see rule , “Enchantments.”

If an Aura has multiple instances of enchant, all of them apply. The Aura’s target must follow the restrictions from all the instances of enchant. The Aura can enchant only objects or players that match all of its enchant abilities.

Auras that can enchant a player can target and be attached to players. Such Auras can’t target permanents and can’t be attached to permanents.

Split second Rule 702.61

Split second is a static ability that functions only while the spell with split second is on the stack. “Split second” means “As long as this spell is on the stack, players can’t cast other spells or activate abilities that aren’t mana abilities.”

Players may activate mana abilities and take special actions while a spell with split second is on the stack. Triggered abilities trigger and are put on the stack as normal while a spell with split second is on the stack.

Multiple instances of split second on the same spell are redundant.
