Overlord of the Balemurk rulings
You may return any non-Avatar creature card or any planeswalker card from your graveyard to your hand with Overlord of the Balemurk's last ability, not just one you milled while resolving that ability.
"Impending N–[cost]" is a keyword that represents multiple abilities. The official rules are as follows: (a) You may choose to pay [cost] rather than pay this spell's mana cost. (b) If you chose to pay this spell's impending cost, it enters the battlefield with N time counters on it. (c) As long as this permanent has a time counter on it, if it was cast for its impending cost, it's not a creature. (d) At the beginning of your end step, if this permanent was cast for its impending cost, remove a time counter from it.
If you choose to pay the impending cost rather than the mana cost, you're still casting the spell. It goes on the stack and can be responded to, countered, and so on.
If you choose to pay the impending cost of a creature spell, it's still a creature spell on the stack. You can cast that spell for its impending cost only when you could normally cast that creature spell. Most of the time, this means during your main phase when the stack is empty.
If an object enters as a copy of a permanent that was cast with its impending cost, it won't enter with time counters, and it will be a creature.
Overlord of the Balemurk keyword rules
Impending Rule 702.176
Impending is a keyword that represents four abilities. The first and second are static abilities that function while the spell with impending is on the stack. The third is a static ability that functions on the battlefield. The fourth is a triggered ability that functions on the battlefield. “Impending N—[cost]” means “You may choose to pay [cost] rather than pay this spell’s mana cost,” “If you chose to pay this spell’s impending cost, it enters with N time counters on it,” “As long as this permanent has a time counter on it, if it was cast for its impending cost, it’s not a creature,” and “At the beginning of your end step, if this permanent was cast for its impending cost and there is at least one time counter on it, remove a time counter from it.” Casting a spell for its impending cost follows the rules for paying alternative costs in rules and –h.
Mill Rule 701.13
For a player to mill a number of cards, that player puts that many cards from the top of their library into their graveyard.
A player can’t mill a number of cards greater than the number of cards in their library. If given the choice to do so, they can’t choose to take that action. If instructed to do so, they mill as many as possible. Similarly, the player can’t pay a cost that includes milling a number of cards greater than the number of cards in their library.
An effect that refers to a milled card can find that card in the zone it moved to from the library, as long as that zone is a public zone.
If an ability checks information about a single milled card but more than one card was milled, that ability refers to each of the milled cards. If that ability asks for any information about the milled card, such as a characteristic or mana value, it gets multiple answers. If these answers are used to determine the value of a variable, the sum of the answers is used. If that ability performs any actions on “the” card, it performs that action on each milled card. If that ability performs any actions on “a” card, the controller of the ability chooses which card is affected.
