Skittering Cicada rulings

2023-07-28
Skittering Cicada's second ability applies only to casting spells. It does not, for example, change when you may activate abilities that can be activated "only as a sorcery."
2023-07-28
Skittering Cicada's last ability resolves before the spell that caused it to trigger. It resolves even if that spell is countered.
2023-07-28
If the colorless spell has in its mana cost, use the value chosen for X when calculating that spell's mana value.

Flash Rule 702.8

Flash is a static ability that functions in any zone from which you could play the card it’s on. “Flash” means “You may play this card any time you could cast an instant.”

Multiple instances of flash on the same object are redundant.
