When this enchantment enters, suspect target creature an opponent controls. As long as this enchantment remains on the battlefield, that creature is also goaded.

At the beginning of combat on your turn, if two or more players have lost the game, gain control of all goaded and/or suspected creatures until end of turn. Untap them. They gain haste until end of turn.

Hot Pursuit rulings

  • If Hot Pursuit leaves the battlefield before its first triggered ability resolves, the target creature will become suspected, but it won’t become goaded at all.

  • Hot Pursuit’s second triggered ability causes you to gain control of all creatures that are goaded, suspected, or both. You don’t have to make any choices.

  • When an effect suspects a creature, it becomes suspected. It gains menace and "This creature can't block" for as long as it’s suspected. It stays suspected until it leaves the battlefield or another effect causes it to no longer be suspected.

  • If a suspected creature loses all abilities, it will lose menace and "This creature can't block", but it won’t stop being suspected.

  • Being suspected isn’t a copiable value. If a permanent becomes a copy of a suspected creature, it won’t be suspected.

  • If a creature is already suspected, suspecting it again won’t have any effect.

  • There’s no limit to the number of creatures that can be suspected simultaneously. Suspecting a new creature doesn’t cause other creatures to stop being suspected.

Hot Pursuit keyword rules

Goad Rule 701.38

Certain spells and abilities can goad a creature. Until the next turn of the controller of that spell or ability, that creature is goaded.

Goaded is a designation a permanent can have. A goaded creature attacks each combat if able and attacks a player other than the controller of the permanent, spell, or ability that caused it to be goaded if able. Goaded is neither an ability nor part of the permanent’s copiable values.

A creature can be goaded by multiple players. Doing so creates additional combat requirements.

Once a player has goaded a creature, the same player goading it again has no effect. Doing so doesn’t create additional combat requirements.

Suspect Rule 701.58

Certain spells and abilities instruct a player to suspect a creature. That creature becomes suspected until it leaves the battlefield or until a spell or ability causes it to no longer be suspected.

Suspected is a designation a permanent can have. Only permanents can have the suspected designation. Suspected is neither an ability nor part of the permanent’s copiable values.

A suspected permanent has menace and “This creature can’t block” for as long as it’s suspected.

A suspected permanent can’t become suspected again.
